The British Transport Police (BTP) is responsible for policing the infrastructure maintained by Network Rail, and the trains and stations of 39 passenger and freight companies operating mainline rail services. It also provides a policing service to the London Underground system, the Docklands Light Railway, High Speed 1, the Tyne and Wear Metro, the Midland Tram System and the Croydon Tramlink. for which it has entered into an agreement to provide such services. 95% of the Force’s funding comes from the rail industry it serves. The growth across all elements of the rail network is placing greater demands on BTP for services and creates a challenge for the force to continue to become more efficient.

Achieving value for money is an objective for the force and BTP’s cost per passenger kilometre is forecast to decrease by 39.5% over the 2013/19 Strategic Plan. The BTP has agreed that the savings the force achieves can be reinvested in the front-line as the railway industry expands and demand for BTP increases.The Force is achieving savings through a major change programme. Central to that, from 1 April 2014 the divisional structure changed from the previous seven Area to a four division structure. According to BTP this new structure will ‘deliver a more efficient Force, generating savings to reinvest in more police officers across the railway network’.

This presentation will explain how the BTP across the Force and particularly the C Division – covering an area from the Scottish Border, to the South West and including Wales, is meeting the challenges of patronage and freight growth, reducing railway route crime to make the railway safer, operational disruptions, and heightened security and terrorism threats. In short, how the vital partnership between the British Transport Police and those who operate and maintain that growing rail network.
